It's not hard to create abilities that are near useless to players but annoying as fuck on enemies.

This one looks awful, but by the same token, giving the player and enemy the same abilities can also lead to a similarly shitty situation, eg. a high MP, high damage spell that the enemy will use because they start the battle at full MP and you can encounter several of them, but if you use it, it'd be a waste since you'll be out of MP for the rest of the dungeon.
