in jap games and old western games influenced by japs the music sets the tone and atmosphere it was specially important back in the day when characters were a bunch of pixels

A lot of modern Western games still get "fun," soundtracks. Both DKC Tropical Freeze and Rayman Legends have a better OST compared to NSMBU in comparison.
