Because Sony owns the content distribution rights, and Sony only ever allowed the MP3 release of Jak X OST, "best of" Sly 3 CD, and Lost Frontier OST for iTunes.
Why not have soundtrack release for every Sony game with good music? Cause it's risky. It might not sell! Sony is afraid of losing money.

Even worse, I specifically remember the two guys doing Dev commentary stating that Bergeaud gave them all CDs containing the soundtracks of each game.
You'd think a mister Gony Tarcia would "accidentally" leak it at some stage.
He said they have "The MP3s". MP3s. CDs have uncompressed Red Book Audio, 16bit 44.1khz.
You can only put compressed audio on CDRs. Not official pressed copies.
The developer said David sent them the MP3 copies. David has the lossless files saved somewhere.

It's playable, but looks WORSE (wrong effects, loading visual glitches, aiming reticle glitches on gravity surfaces).
You will be better off emulating the PS2 games a year or two later (it will be perfect by then).
There are a number of graphical glitches but they do nothing to impede gameplay. The helpdesk also has a delay of half a second to a full second as well.

I found it and it's not the same.
The one I'm talking about contained Veldin and all of the FMVs were missing the level design. It was a much earlier build.
