DS systems can only communicate with Wii Systems and other DS systems, officially that is.
Nintendo Zones were placed at participating official retailers where you could use the system's download play feature to watch trailers and try demos.
The service has been discontinued so even if you connect your system to the internet it's not going to receive any data that can be downloaded by other systems.
Neat find, you should dump the cartridge and upload it online.
As a further note, Nintendo and Best Buy to this day have a really strong relationship. They still throw preview events and special retail promotions exclusive to Best Buy even today.
That Best Buy specific cartridge would receive data for download that was for Best Buy exclusive demos. For example, I think the Zelda Phantom Hourglass demo was Best Buy Nintendo Zone exclusive.
Can I dump with homebrew?
I've never used it before, but this is the first DS Dumping program I found on google.
Where should I upload?
GBATemp or maybe the folks at TCRF.net. They'll probably want to datamine it. If you have a second DS maybe fire up the download play screen and see if the Card has any data on it that's still broadcasting. Might be something neat.

Best Buy kept a dsi under the 3DS unit for a while.
