It really doesn't seem that way based on what I've seen and what this one French guy from a /vg/ general of a game I'm playing has told me. Of course, they probably could do it in mangled English if they actually wanted to like you said, but they just often refuse to even try.

I'll join EU servers from time to time to escape South Americans. They can be entertaining sometimes because They seem to like to say "Fucking Americans" in their accents a lot and google translate shit horribly. I don't know what they're translating but I see "Fuck you sister's dog" and something about a dog and father a lot.

They literally always shit up the server by making their own goldfarming and botting cliques, acting all elitistic and not even trying to communicate in English. On top of that they always bring with them the goldsellers, as well as the phishing attempts and keylogger sites they use to fund said goldsellers and gold sites with. Consequently, if the game is P2W in the slightest, you can be sure the leaders of the Chink clans are the most geared ones because they just buy their gear with either flat out bought gold or gold gained from botting/hacking.

Russians very much hate America and I think that's one reason they don't like speaking English at all because it's seen as being submissive towards America or whatever the fuck I don't even know.

Based on my interactions with the few I've met that actually speak English, they have some interesting political beliefs. French have a much harder time speaking english because there are many sounds in the english pronunciation that are foreign, and French people dub everything.
We also produce a lot of culture in French, so unlike swedes or Dutch we don't have to import shit from the US to satiate our entertainment thirst. Couple that with a piss poor education system and you have a population of people that just cannot speak english.
