Just ignore the vocal stuff (totally fucking terrible) and yes, '06 has a really good soundtrack.
Within Sonic's fanbase (as in the ones who are aware sonic isn't always good and always know when things are good and bad) there is a saying. "Is the game bad? Then the soundtrack is bound to be good." Wave Ocean is probably one of the best songs I've heard in the entire franchise. Crisis City makes the place feel more dangerous. Also Flash Man's theme is in it.

Sonic 06 cant be good by default because it uses the adventure formula as a base. The only good thing to come from it was the mach speed levels which were heavily flawed, but unleashed took and perfected, which then created a string of legitimately good games following its formula.
The soundtrack of 06 isnt particularly any good either. A lot of it sounds like rejected music for phantasy star universe, another 2006 sonic team game. Sonic 06 was made with right intentions (to reboot the franchise) but just went about it the complete wrong way

The adventure era is the worst era of sonic. SA1/2/06 are irredeemable garbage. Heroes and shadow were much better back then and the unleashed boost formula is the way to permanently go. They branched out again with lost world to disastrous results, the worst story and characters in the series, confusing controls (the first for a sonic game), and the general feel of the game was always very stiff and automated
Adventure kids are laughed at universally for prioritizing "deep" stories with chao garden gameplay serving it and everything else being a side attraction. The people who like the classics and/or boost games all laugh at your ilk, just know that

06's soundtrack is good, but it's overrated.
It's not the best, nor is it anywhere near top-tier, but due to it being the only redeeming factor of 06, it's talked about more highly than it should be.
It's honestly my favorite soundtrack out of the 3D Sonic games.

The OST is amazing, which hurts even more that it was wasted on such a trainwreck of a game.
I really just liked the free roam and level design of SA1/2. I was also like 6 when those games came out for dreamcast so it wouldn't have taken much to impress me. 3D games were still relatively new back then and it was a lot of eye candy that you won't see now a days. I also liked the Heroes team mechanic.

As someone who hasn't played the boost games in a while, what makes boostfags like it so much? It feels so on-rails it's not even funny. Sure adventure gameplay was also kind of linear but it wasn't almost just a straight line with occasional hoops.
Also my ideal Sonic gameplay would be a polished up Adventure gameplay with Classic's level design philosophy so rate my shit taste.
