This isn't just a bunch of untextured places and half-finished geometry, it's an almost completed map. There are entire detailed cities and everything. It's like a whole half of the game was cut and left out of the final release.

It is, but from my understanding you were supposed to get off and be able to explore the land around you at every station. But they never had the chance to add that stuff in, I would imagine that there would be story related quests around the land as well

This map has a lot more assets than what you can actually see through the window. Plus the fact that it has actual colliders that allow the character to walk on the area rather than fall through the floor is pretty suspicious. You don't take the time to code this shit for assets that aren't meant to be explored.
this is why i haven't bought the game yet. i know a goty/complete edition is gonna come out eventually.
Maybe in the early parts when they may have originally been designing out a continent like the first one but after that early portion it is largely barren and broken if you go too far off the track or look at areas you wouldn't see from the train.
It looks like maybe the train journey idea was added later when they abandoned making a whole new continent as in the early area it looks like the railway was just slapped on in parts and doesn't belong on what was originally been done.
The fact you can walk on it either way isn't a mystery as it would require less work to just make a backdrop using the existing tools to create terrain that automatically includes all the collusion and shit than making something new that doesn't. This is usually the case in every game when you exploit an OOB glitch all of the game engine shit still applies it is not a new rule set.

It's probably halfway done on-disc DLC, any missing textures/buildings would be added in the DLC download. Might even be related to that multiplayer shit they've been hinting at.

They had four fucking years of full development time. Four years with a dedicated 100+ crew, a dedicated engine hand-made for the game and it still looks worse than AA open-world games. Hell I just played Mad Max and for a fraction of the budget, that game looks so much better and runs 60 fps on PC no matter what GPU you're running.

Nah mate. Skip cutscenes and you're golden. Chapters 9-15 can be done in 4 hours if you just rush to the boss and skip all cutscenes.
