Honestly, I don't think "War never changes" should've been in any of the sequels, not even Fallout 2.

In Fallout 1 they followed the line with an explanation of what they mean and what the hell it has to do with this setting, while in every other game it's completely tacked on. You can remove "War never changes" from all the other intros and they'll make just as much sense.

It doesn't literally mean "the way wars are fought never changes and is always the same", it's referring to human nature and the fact that there will always be conflict between humans for (ultimately) the same reasons. People will always be fighting each other out of greed, resentment, jealousy, etc. and regardless of how those fights occur, they will always continue to occur. The plots of each game reflect this, with the first game leading up to humanity rebuilding after the war, the second game showing the rise of systems of government similar to those of the old world, and the third game showing the new society slowly succumbing to the same issues that caused the Great War in the first place (a war over resources in the form of the battle for Hoover Dam rather than a battle for oil).
