I wouldn't worry too much about that. They reused sprites from the earlier games and you could excuse it any number of ways anyway. As we know in DR3, Saionji didn't have her growth spurt until after she was in HPA for a while, and everybody dresses casual instead of being in their HPA uniforms, it's possible Mukuro rapid-fired Killing Games and Rantarou fell into V2 soon after clearing V1.
