The reason why Loomis is plugged isn't because it's a surefire way to get better but because it gives ideas of how to approach flexible character design if not the basics.
Many would be drawfags might copy and the not-so good ones might have fallbacks and resort to symbol drawing but the meme tutorial artist has plenty of information for those would-be-greats not to continue making those same mistakes.
