Are you sure your card is not throttling? Also, have you tried messing with AA? The bandwidth and ROPs on the card is limited, so you may need to play with those settings. What clock is your GPU running at?

Realistically, i pick 144fps over 4K any day, as i've been spoiled by a 144hz panel and going back to 60 feels just like going from 60 to 30 back then

Make sure you have your power limit set to +50%, if you don't it will throttle. Also ensure you have the relive drivers. And it's just as capable as a 290/390, which was last gens best 4k card.
