I don't know why people are surprised our dollar is low, that's normal for it. We just had a bit where it was closer to par with USD. We're an export economy and lower dollar compared to our main trading partners helps our exports.
And currently $300 USD converts to about $394 CAD anyway, so $400 CAD cost is pretty accurate.

While it's US price is acceptable unfortunately this console will flop anywhere else due to shitty exchange rates. Which is a shame because I find Nintendo is stepping it up with the quality of their games.

Once Trump enacts his trade war against China (IIRC, where Nintendo has them assembled, and where some of the components are manufactured), the US price will be even more jacked up than the Canadian one.
Basically its an electronics disposal fee. The intention when the whole thing was pitched is that it'd encourage the recycling of electronics and electronic components but in practice it all ends up in the landfill anyway. Its a cash grab plain and simple.
