I honestly never asked much regarding Mario Kart roster, but it's almost a crime Mona from WarioWare isn't somehow involved given that she's a colateral damage on the fucking road in her scooter (or at least, happens to get a lot of attention from policemen/Pizza Dinosaur runts riding it). Wario wouldn't be so alone either, he's only got fucking Waluigi by his side.
