There's no specific statue that would prevent it from happening (kinda like the whole doomsday scenario of Valve revoking your game licenses without any explanation), but in reality it won't happen unless Gabe wants to destroy Valve entirely/get himself ejected from the company. No company would commit PR suicide like that.
