You can demonstrate it to yourself very easily by declaring a timer and recalling your draw function at 23 fps while changing the x or y value at every iteration of the counter.

Everyone mocks OoT and MM for being 25fps, but that framerate is stable and the game built around it, everything's smooth so the actual fps becomes a non-issue
Pick Dark Souls on the other hand, it fets visibly annoying when the fps suddenly drop just for entering a specific area, the flow of the game is suddenly interrupted and it could even bring gameplay problems since the combat's built around precision and timing

That has to do with how CRT work with refresh rates. 3D is such a different thing than pixel and cause the frame rate to take a hit.

No you can't. There have been a fair number of scientific studies showing this. The visual cortex only updates the image recognition center of the brain about 10 times/sec. It does do some integration during that time which is how visual motion blur happens - the visual cortex has captured multiple frames and smeared them together.
There was one study recently where they alternated 5 frames of an animation sequence and one solid white frame and by adjusting the frequency and phase of this loop relative to the subjects internal processing loop, were able get the subject to see the animation, a still frame, an image bouncing back and forth, or only white with no image at all. Same video loop, just changing where in the loop the white frame landed before the visual,cortex handed the integrated image off to the reasoning centers for image recognition.
This allowed them to measure very accurately the 'clock rate' of the various parts of the brain involved in image processing. You can't see 60fps. You just see motion blur.

You're brain may blur it but that's interpolation of motion. More visual information assists your ability to assess trajectory and react. The study I saw showed fighter pilots able to perceive motion at extremely small increments of time like 1/600th of a second. Your brain is looking for useful information and is ready to accept it despite the timing of its appearance. There are no frames in our brains just constant liquid analysis.
