Yes, it was supposed to be AN EXPANSION, TO FUCKING HALF LIFE 2, which came out in FUCKING 2004! The gap between HL2 and Episode 3 is, at this point, OVER DOUBLE the length of time between half life 1 and 2.
What the fuck was stopping them from just making a third expansion like they did with episode 1 and 2? Why couldn't they just make another expansion that only had to last a few hours with all the same assets? Did they decide to remake it all after creating source 2? That's bullshit. They created several games with source AFTER episode 2, and they had MORE THAN ENOUGH fucking time to just make an expansion, finish it, and polish it to a crystal clear shine. This only prove to me they never even fucking started over all those years to even remotely considering making episode 3.
as they say, they don't release details on anything because when something is bad, they scrap it. So people don't get angry with them as they take their time. If HL3 released tomorrow and it was ass, valve would be mocked for centuries

They also took to long for Episode 3 to be able to make it.
Go back and Play HL2 and you can really pick apart how janky the engine and AI are. They were trying to compete with F.E.A.R. AI on a dated platform with dated graphics. They were not about to let their biggest IP risk becoming a flop.

Gabe literally just did an AMA a few days ago. They don't let the public know what they're working on because they are constantly changing their development. They don't want to release a trailer for Half-Life 3, announce a date, then realize a month before it's supposed to come out that they fucked up somewhere and they have to redesign the game from scratch. Then the final product would be 2 years late and nothing like what the trailers would show.
Gabe has confirmed that they're still making single player games. He's confirmed that Half-Life 3 is not cancelled. He's confirmed that Source 2 is the most important focus for Valve right now. Put those 3 things together and that's basically a confirmation that Half-Life 3 is being developed for Source 2 and Valve won't release it until it's perfect and as revolutionary as Half-Life 1 and 2.
Who knows how long that could be? Maybe another year, maybe another 5.

Friend used to work at Valve, here's the deal:
It is being worked on. It is not being worked on by a lot of people. There is always some work being done, even just art or conceptual stuff or actual work on weapons or AI. But it's not a serious proposition, they're reluctant to throw a tonne of resources at it unless they're sure it'll revolutionise the genre the same way HL and HL2 did.
It is always being worked on, but unless they've assigned more staff to the project very recently, it's nowhere near ready to be unveiled much less released.
