actually the world of tw3 is one of the most handcrafted and real, every bit of terrain looks exactly how it would look taking geological processes into account, every flower grows where it would grow, villages are built how they would be built were they real, you don't know shit

It was in game back then, but due to optimization for PS4 and Xbone, they had to downgrade it heavily.
It also didn't help that the game switched rendering techniques midway through development.
Basically, CDPR pulled off more than they could chew technically, and had to scale back hard in order to get it out the door and have it run well on consoles.

Optimization is a time consuming job and they didn't want to have multiple differently optimized builds for console and PC because that would be extra time and effort and just went with one to save money.
