OP if you just want to emulate consoles from the GBA and below (excluding N64) then just get a PSP and put custom firmware on it. It runs PS1 perfectly too. You can get a PSP for under $50....

If you want to emulate N64 and Dreamcast as well, then the GPD XD is a good choice.

I have 3ds with homebrew and cfw but any emulator.cia that i put to run, looks shit. Like 10 or 20 fps, it's very strange and unplayable. I don't know if is a configuration problem or shit

Just get a PSP for like $20 and put CFW on there. It works amazingly for all of the consoles you listed, and you also have the bonus of having PSP games too.

I'd recommend a PSP Go if you didn't want to emulate N64, and I'd recommend a GCW Zero if you didn't want to emulate neither N64 nor PS1. Since you do, go for it, this is the cheapest option to emulate all those at decent speed and accuracy.

I wouldn't recommend a Go because at least with a regular PSP you can pop in a MemoryStick to dual SD adapter and have an easy 64GB.

Yeah the PSP 3001 is easily the best portable emulator machine. The thing even has pretty great ports of DOOM, Quake, and Cave Story.
