Matchmaking is the hardest form of RNG in games and if you can't admit that then I don't know what the fuck to say to you.
In a 1v1 match I can see your point, but in a team game it's just as much a way of showing appreciation for your team mates as it is a sportsmanlike gesture to the other team. It's not even about who won or lost at that point; if I thought it was a good game, I'll say it. I'll even "bg pp" if I feel the opposite way and I'm salty enough about it.
It's both. The fans are batshit insane because of the sport's heavy roots in nationalism, but a lot of the same stuff happens with the players.
Imagine a game of hockey where literally every player is an enforcer, where everyone's trying to instigate fights, fake injuries and fuck with the other team so they get penalties. Someone takes a dive in front of you, you're going to have some choice words before the ref's within earshot.

In 1v1 games played to concession (Starcraft) that's correct, except it is the loser who decides when the game is over, and announces the gg. Here it is impolite for the winner to speak first, since he has not won until the loser concedes.
In timed games, the winner is usually apparent in the final seconds before the game is over. Here there's no impoliteness associated with gg'ing as a winner, as long as the game is factually over by the time it's done.
