Im new to the series. Which collections should I buy on the PS3/PS4 to get the story up to the most recent point in the timeline? I know that 3 is supposed to be the final game and 3D:DDD is the last one chronologically so far

If you have a PS4, wait until March 28th. They're releasing the 1.5 and 2.5 collections which were on PS3 on PS4 now, with 1080p and 60fps.

I recommend playing through all the games on those collections (don't bother with the other cutscenes unless you want to) and then move on to 2.8.
