It is better made, but fun is subjective.
LOGH is a near perfect political story with tremendous characters. Eva is a lot more "sloppy" for sure, but it's so raw and intense that it manages to explore the human psyche in ways I haven't seen before.

Personally, I find the Boku no Pico series to be a better made, and MUCH more enjoyable anime than LotGH. The first two episodes in the Pico series were pretty iffy, but the introduction of CoCo in the Pico x Chico x CoCo, really made up for the first two not being as good, and ultimately, makes it the best anime series ever made.
Natsuyasumi is a close 2nd, but CoCo is just too perfect of a character to not be 1st.
