I've been playing the series since the first game over a decade ago but I've never had as much trouble with the fights as I do in Yakuza 0. After Chapter 1 there's no time to use special moves or pick up weapons, I get immediately swarmed by all enemies at once attacking me from every side, locking me into animation loops where he won't block or evade until he's done reeling so I can't stop them just pummeling on me and if I get knocked down, I can't even get up because they're right on me kicking me back down. I end up losing a third or more of my health every fight. Health items are super cheap in this game so that's not a problem but it's tedious as hell having to run for food after every 2-3 fights to make sure I have a full stock in case I run into Mr. Shakedown and I have to complete another few hundred fights before I'll have grinded up enough money to even buy the medium health increase.

The AI is really aggressive in this entry as well, I went back to try the other games again just to be sure.

Always carry multiples of whatever weapon is usable in heat mode.
Stock up on items that increase your health and Heat.
Spam them during a fight, and use your special.

I've mostly been carrying around a bunch of the sushi set which is 3,500 yen. relatively expensive to other food but when you get 50,000-600,000 yen per fight the price doesn't really matter.
Dude I think you might just be shit at the game. I'm at chapter 3 and almodt all fights end with the untouchable bonus. I've already got all of Kiryu's 2mil and under skills so far as well.
You get knocked down easier, that's all there really is to it.
You don't have the Autograph equiped do you?

It's weird. After he was first introduced, I would see Mr. Shakedown around every other corner then he snuck up from behind me did the little cut scene where he explains his motivations blah blah blah but I lost against him so just reloaded my save file and I haven't seen him once since. Is that a glitch or just a fluke in his encounter rate?
How could you have trouble with this? I only played Yakuza 1 and Normal is just the right amount of difficulty that leaves you just on the edge of your seat without wrecking you and having to restart over and over.

Maybe but I went back to try the older games to see if I was just that rusty and I got through fights without a scratch every time and like said, the AI seems way more aggressive in Y0. When I'm trying to attack one enemy two others are punching me in the back constantly where as in Y4 for example, the other opponents tend to hang back more while you're focusing on fighting one of them. Don't know what to tell you bro. Most of the jobbers go do with a single combo and going from one to another is pretty fast. Maube you need more time to get used go the more aggressive AI.
I felt like that at some point too. You're just getting really unlucky (lucky?) with where he's spawning because he's always somewhere.

I'm on hard and the enemies don't seem to be aggressive enough to keep me from pulling off combos. Maybe the difficulty makes the AI less aggressive on harder difficulties to compensate for the increased health pools.

I feel like this game has actually been pretty easy so far. I just finished the stealth/escort mission where you save the blind lady. The only fights I've really had a problem with are the one with Kuze at the beginning and the cult leader side mission, had to chug some toughness during those.
