Sales for RE were dropping before RE4 came out, especially RE3, Code Veronica, RE0, Outbreak, etc. It wasn't a dying franchise, but it was clear that they were pushing the limits of what they could do in that style of game. RE wasn't in dire need of a restructuring, but it was starting to lose steam and had Capcom kept doing what they were doing, the series would have surely started to become troubled.
Then RE4 comes out and is a fresh take that everyone loved and is so popular that it needs to get ported to every fucking system ever made and several that don't exist because that's how fucking gang busters it was. Ports of the game still to this day sell millions of copies, which is fucking insane. Capcom saw the popularity but didn't understand what it was that made it popular. They thought people wanted RE to be more western and action oriented because RE4 was more western and action oriented compared to the other RE games, so they pushed it further and further in that direction making a bunch of games no one really liked and damaged the brand. Once again, sales started dropping for the series in a big way. It was similarly not a dying franchise, but had Capcom kept doing what they were doing, the series would have surely started to become troubled.
Are you seeing the fucking pattern yet? Capcom makes a good thing then runs it into the ground until they have to make a new good thing. This is just the latest refocusing of the series after a long period of running it into the ground. We'll probably get more games like 7 for a while until this too gets ran into the ground and Capcom decides RE needs to become a point and click adventure.

RE4 and RE7 both made sense at their respective times.
Sales of RE had steadily been going down ever since RE2, which is why Mikami decided to take RE4 in a more Action focused direction. It paid off handsomely in sales. Come RE6, RE had gotten ridiculously expensive, it had a sales target of 7 million, it sold 4.5 million on launch, and it has still not managed to crack its 7 million goal; almost 5 years later. RE7 was a fresh start for the franchise after the horrible reception of RE6, it was also much cheaper, having only a target of 4 million.
Both RE4 and RE7 were made to stop the franchise from getting stale.

Unrelated to the debate but still worth mentioning, making RE4 more action-y was a decision made by Capcom higher-ups, not Mikami. Originally Kamiya was going to direct RE4 and they told him to make it more action-based, but Kamiya made it too action-based and that's how Devil May Cry was born. They let him continue with the project as a new IP under that name and turned RE4 over to Mikami. The man was just doing the work Capcom wanted him to do and, whether you hate the direction the series took or not, denying that RE4 was a great game in its own right and hating Mikami for it is just fucking retarded.

I'm pretty sure that the botched PS2 port of RE4 was the reason a lot of Capcom devs left, which seems like a really stupid thing. But I guess it was the straw that broke the camels back.

people who complain about RE 4-6 are dumb what they should really be complaining about is literally every RE past RE 1 because RE 1 is the game that actually has by far the most focus on exploration and puzzle solving RE 2 basically laid the foundation of the series being mostly linear and combat focused with light puzzle elements and almost more like Metroid style progression this whole idea that an RE game can't be a horror game because it has a different camera and movement and shooting controls is just dumb you could give RE2 the same kind of controls as RE 4-6 and it wouldn't really change anything except probably just make the game more fun to play the actual level design and tone of RE2 is not very different from RE4
