The open world fad you're describing is far more inspired by Ubisoft's generic design they had "perfected" by AC Brotherhood in 2010, Bethesda's open world style is still pretty unusual.

There's was nothing new or popular about open world when Skyrim was released, because it Skyrim hasn't invented anything beyound the Oblivion nor it popularized an already popular mechanic, that was a staple of their franchise. There were tons of open world games before Skyrim that were popular and defined the generation. AssCreed games, GTA IV, RDR, Fallout 3, Saints Row series, fucking Oblivion for god's sake. And before them we had GTA SA/VC/3 and Morrowind that really popularized the mechanic.
They go open world not because of Skyrim, but because it sells. Skyrim sold the most not because of open world, but because of clever marketing. There was nothing in Skyrim they did better than other games, they popularized nothing. Skyrim was just a number 1 game when it came to action/rpg, it's not even number 1 game when it comes to open world, GTA V would take that crown.
Oblivion was also more popular than Morrowind by every metric Morrowind should be third on that list, if popularity is the only thing we're ranking.

It's half a decade later, and lots of people are still playing it on Steam. Its modding community is still strong. Nintendo fans practically orgasmed when Skyrim was confirmed for Switch. The SE sold well on PS4 and Xbox One.

They all have "living breathing worlds" kind of open world shit, go and explore, achievement and unlockables, that kind of jazz. Skyrim sold well because of marketing, there was nothing new or particularly inventive in the formula, they just marketed it as such, as if "infinite quests!" were somehow better than their "radiant AI" and the world of Skyrim was more detailed or bigger than Oblivion. It wasn't and some people would argue that it was less detailed. I think people often forget how much the gaming has grown in the last gen. People wanted an open world RPG because they were too young to play Oblivion or Morrowind when it came out. Remember Far Cry 3 marketing campaign? It's the same here, people wanted Fallout 3 with swords. I'm not saying that Skyrim didn't have the influence, it sure did to an RPG genre as one of the most sold games out there. What I'm saying that Skyrim applied already existing and popular mechanics too boost it's popularity along with clever marketing.
