I think you are thinking of a mod, because the game does not have anything that sophisticated.
Heroes of Might and Magic 3 had a Diplomacy skill/system where randomly spawned enemies could ask to join you for the greater glory, but that was before you fought them and it was clear that you would otherwise wreck them in a few turns

Fire Emblem, but those characters are scripted. The point is you have the option to kill them and move on, or make some risky plays in order to recruit them safely.

Dragon Force. Most of your heroes/troop leaders come from imprisoned enemies. Each nation had storyline ones that wouldn't join you until you captured or allied with their monarch, and a few of them you had to do some special bullshit or they were content to rot in your dungeon
