The western market is larger and PC is the only place that it is profitable. Their games cost almost nothing to make so even breaking even with Japanese sales is profitable.
They don't even sell these games on steam in Japan.

This. I've been buying Japanese games but fighting games I have zero interest in.
I am a huge fan of GG but i am not paying 45$ for literally 4 new characters and a story mode i don't care about.
I am waiting for the next revision.
Then why not just put those games on PSN or Xbox? It's proven time and time again that consoles have a more reliable consumer base since they have no option to pirate games.
PC ports are extremely cheap. PC sales also tend to trickle in over a long time, once the game is out on steam its not going anywhere.
With consoles once the next generation is over they would need to port it over for the new console.
PC has no generations so it does not have that problem.
50 dollars times 20000 is 1million dollars. Porting should cost much less, so its a benefit either way. Even if people bought it at 20 dollars on sale or something thats still 400k.
They already have console versions and you only have to deal with valve's jew cut instead of the voodoo that is console licensing fees.
I really wish people would stop parroting around Steam Spy like it's fact. One developer claimed the numbers were accurate, while countless more have come and said they're not. I don't even like weeb games, but seriously, fuck off with it. It relies on Public Steam Profiles, when Valve's own Dev Days stats show the majority of Steam profiles are Friends Only/Private.
Most of these games are already on PSN or available physically.
Vast majority of these games were released on PS3/PS4 or Vita first.
Developer gets like 5-10 $ for each game they sell.
On steam 30% goes to seam and everything else the Publisher which is usually the developer itself when it comes to Japanese games keeps everything.
And even if you have a publisher he takes 30% of what is let after that -30% from the initial price.
So a developer gets to keep almost half of what the game sells for if he has a publisher.
And 70% if the game is self published.

There's a lot of costs consoles have steam does not people don't see to take into account.
Cost of patches, manufacturing discs, licensing to sony/MS and whatever else there is.
Consoles are expensive to publish games on but sell well to make up for it, PC is cheap to publish games on but does not sell as well and is made up for by the cheaper cost to publish.

Considering it was a game budgeted for Japanese sales that has already turned a profit and only costs upwards of 100k to port, yes, having the same number of sales internationally as in nippon is very profitable.

Steamspy use data extrapolation, it doesn't literally crawl every single public profile. Private/Public profiles doesn't matter as it doesn't impact purchase decisions.
Other than a few xbox games on the microsoft store. I can still play my old "last gen" windows 7 games. With a PS4 you can't play anything last gen unless you buy the remaster or a digital version like a good goy. Xbox One works with select games.

There's the licencing to make the game on the console and also a minimum purchase order of copies of the game. PSP could be bought in lots of like 5-10k while Nintendo with the 3ds demanded 30k.
This is also why Nintendo will always be a console manufacturer.
