Guys, I'm trying to make a comfy neon top down style GTA esque game in Unity. I'm also planning on adding some city builder features for maximum comfy.
I've got most of the framework for the game done but I've hit a roadblock because I want to keep the game largely non-violent. Problem is, without theft and killing, I'm not entirely sure how to actually make the gameplay fun. Anybody got any ideas?

You might wanna play simcity societies for inspiration. It has a cyberpunk city style.
If you're doing city-building, go with the basics. Attract people, encourage them to build homes and businesses, and keep them happy. Things like crime can be an influence as long as people aren't being gunned down in the streets. Just have it affect property values.
