Because vote interest doesn't properly correlate with posting interest. Discussion on games have mostly taken place months back when the voting starts. The topic is drained and people have made up their minds. The partial goal is then to find that hive mind. I can't even word this properly without sounding like a dork.
If you want people bumping threads (considering the previous point of drained discussion) then the only option I surmise would be to have vote confirmation done in threads rather than links. Then the threads would be extremely lively but unlikely to contain any deep thought.
