It made perfect sense prior to DDD. Everything was resolved and explained in Days and BBB. The series was over. Versus XIIi was KH3. Nomura had it all planned out perfectly. Square Enix fucked everything up for both series. Now we have 13 Xehanorts, prequel movies, and Axel being a keyblade master.

Which only further enforces what Nomura said about the 13 Darknesses being familar faces we've seen before so nothing too special except for the 13th vessel. The 7 Lights will be the big unknown here because it could literally be anybody.

Nomura has said that the Org members Heartless outside of obvious ones like Xemnas and Roxas, were of no consquence so it could have been any Heartless Sora destroyed up to this point.

The point is they literally didn't need BBS if not for that secret video. They could have just had it be Sora got Riku back home and they all lived happily ever after. The worlds were safe and what not. Just leave out the dumb letter from Mickey and perfect ending.
