I've always heard people rave about the character creation/fashion system in this game, but what was the actual GAMEPLAY like? Typical tab-target hotbar affair, or more GW2 actiony stuff?

I'd say the former, you couldn't "move-and-shoot" sort of thing. But the game was still a lot of fun.

Admittedly at first the vanilla game was pretty bland setting wise, all the big zones were just gray cities. But then things started to get funky and cool.
The character building was pretty damn awesome too, depending on how your hero got their powers (Naturally, Mutation, Magic, Enhanced, Training, I think those were it) It would determine your main antagonist in your hero's main story-line.

For example, if you picked magic your many villain group would be a cultist group that worshiped lovecraftian beings. If you picked enhanced, you got a CEOs of tech companies.

I remember one of the original villain group got retconned because they were basically Nazis, pretty cool.

Imagine tab targeting but everybody could easily handle 3-4 mobs each. Now imagine 8 people in a party. 10-20 mobs were pretty common and it was really well balanced unless you were power gaming at the 1% (the end game wasnt really worth playing in that regard)
