XCOM is the only one that does it right afaik.

I would recommend Rust if you have a good gaymen PC. The only caveat is it takes a long time to git gud in that game and it's best to play with other people. You can always play low pop servers to learn the game. If you want to build your own base and upgrade it to make it less likely to be blown up all while in first person mode then I'd say check it out. Most people on Sup Forums cry about rust being shit but that's only because they haven't played with friends and dominated a server while having a fortress of their own.

All of my fucking this. It boggles my mind how hard it is to find games matching this theme;

>you do missions in the world, or explore an open world map, or are sent on assignments
>you bring back resources, equipment and personel
>you can then add these to your base, upgrading it fluidly, both practically and cosmetically
>Entire game is about building up your shitty single-hut base into a thriving city metropolis, or your dinky spaceship into the last glorious bastion of mankind in space

Lots of games have elements of this, but its always either useless sidequests that have no real impact like DA:Inq, or not really the focus and merely a byproduct like XCom. I just want a game where the main point is being a single person in charge of lots of other people in-game, and we build up a glorious base.

Overlord, tho it doesn't get attacked, but you can build stuff that will be useful to your legions and character

You start with literally handful of early homo sapiens and go through technology until absolutely futuristic stuff. Literally the best Civ mod ever made, extensive as fuck. And before you will reach the stage where it will turn into "typical" Civ game, it's about TWENTY hours of completely different game.

Let me put it this way - I've sunk about 8 thousand hours into it in past three years and I don't feel like I've still tapped the full potential of that mod.
When I look at C2C and comapre it with direction Civ 5 and 6 took, I'm simply puzzled. Especially since even baseline Civ 4 was more complex and engaging game than 5 and 6.

It's a total game conversion. The only thing that stays are some basic mechanics and graphic engine.

Thea: The Awakening is the exact game you're looking for I believe.
