honestly dynamic music is just a meme. a composition that works well dynamically just can't be as interesting or memorable as a static piece of music. all the greatest game soundtracks are non-dynamic

Chaos Theory has one of the best soundtracks in all of video games and it is dynamic.
And he didn't say dynamic anyway, he said the music matches what is on screen, which isn't necessarily dynamic and could refer to music in a shmup or other autoscroller where the developers know exactly when you'll be at a certain part of the level.
