Majora's Mask played very very differently from OoT. It's probably one of the few games to come out 1 year after the latest entry and feel fresh as fuck.
The transformations made up for it, I felt. And the time gimmick made it different enough. Reused tons of assets, yeah, but how many new ones it adds is underrated.

They also tweaked some characters to feel new instead of just leaving all of them exactly the same and made it part of the plot instead of just pretending that they weren't reusing assets.

It's a shame because a lot of good games reuse assets. Oracle of ages and seasons come to mind. The half life series was pretty good with that too.
