I have very little money, and no hardware at all: no PC, no monitor, no TV.

You need to look into how much hotspot data you have. Usually its seperate from your normal data. When I had unlimited data (with 8gb of high speed hotspot data) it lasted me the whole month if I didn't need to download any enormous updates.

As far as laptops go that is the absolute wrong direction for playing games. To play anything from the new gen with solid 30 fps you are gonna need to shell out more than 300.

Craigslist bundles for Xbox or PS4. Can find tvs super cheap too.

Used hardware is your best bet.
If you want pc, look for used office pre-built (from Dell or Hp) with 2nd/3rd gen cpu, pricing should be around 100 bucks for a i5 machine. Get a cheap gpu (currently gtx 1050 or rx460), a good enough monitor and you're set.
Pic related, without ssd and the portable drives, the whole thing (monitor included) costs about 200 bucks. That was some time ago so it should be even cheaper by now

Buying a hackable 3ds is probably your best bet.

I remember playing TF2 and over watch only ate up like 10 MB after playing an hour or two.

One month I ran out of high speed data and was still able to play TF2 on 120kb/s slowed hotspot (using my laptop not sure if consoles eat up background internet).

Some variation of the following will get you what you need user. I spent 550 a built something similar that Ive had no trouble with 1080 60fps steady on any game. You can save a lot of money if you use an existing case and psu if possible.

Buy used PC parts a generation or two back, hardware hasn't been making massive leaps and strides compared to hardware 10 years ago.

Buy a raspberry pi, keyboard, mouse, wired off brand xbox 360 controller, and decent monitor. You'll still have money left over and you can emulate everything up to ps1 generation. By the time you finish beating everything worthwhile you'll be able to afford a real pc

Well for PC there's emulation and I can pirate games that interests me which are mostly not current AAA titles that are denovo protected. Only games that are interesting to me on Consoles is Yakuza and Ni-oh, Bloodborne but I'd be fine if I played something else
