Hyrule does co-exist with the Gerudo, and the monsters are shown as generally being left to their own purposes when not attacking people, but Ganon doesn't want to co-exist with Hyrule. He's obsessed with it, wants it, and will kill anyone in the way of him having it. That is the extent of Ganon's motivations: even the Triforce is just a means for him to gain and maintain control of Hyrule. He doesn't give a shit about the Gerudo or anything else: when he took over Hyrule in OoT, he left them in the deserts and did absolutely nothing for them, while he broke Gerudo custom and abandoned the tribe in FSA to get the power that would allow him to take over Hyrule. He's only interested in himself.
Why the Volcano?
