I took it the remark was meant to suggest just that.

Dracula, in response to who and what belongs where, is suggesting through rhetorical inquiry that Richter holds the world of men in too high regard due to bias.
Having been mortal once himself he knows that despite appearances of order, law, innocence and what not all men no matter their station ultimately have a public and private face behind all they do. No one is truly pure. So, or perhaps but, he does not care either way on the matter of morality.

Whatever plots, plans or purposes are designed by mortals are a convoluted mess of insecurities and irrelevance to him.

Okay technically diease took his first wife and THAT made him lose faith in God. His Second wife got lynched due to being mistaken as a witch, that made him lose faith in humanity, prior to her, he apparently did absolutely nothing for centuries, just sitting in his castle, brooding.
