Personally I think the way they took the BoS in 4 was the right direction, it seems more like an actual military now rather than a bunch of jackasses who don't do shit all day. Also the outcasts sold out their ideals under the new guy so both of them were wrong.

People like Casdin is why the NCR broke the western brotherhood. Lyons tried to change things seemingly forgetting that his followers are just like Casdin, and consider replacing the stick up their butt with an even stiffer one a relaxing pastime.
Casdin is a zealot and Lyons is an idiot.

Elder Lyons completely subverted the Brotherhood's tactical and strategic objectives in favor of trying to do good. A very noble goal. But before the Vault Dweller, what "good" were they doing? Before his arrival, the Brotherhood was holed up in the Pentagon, occasionally sortieing out to fight the super mutants. They're only real humanitarian projects were GNN and Project Purity, the former being a complete waste of resources on a random wastelander's passion project and the latter being a failure. Even their efforts to fight the super mutants were misguided. They concentrated on trying to purge the mutants out of the largely uninhabited city ruins, literally on the opposite side of the map from where the mutants were actually coming from.

To summarize, Lyons lost sight of the mission and accomplished nothing in the process. It took the Vault Dweller getting literally anything done in order to get the ball rolling.

well, in Brotherhood's defense, they didn't know that the mutants were coming from Vault 87. Besides, they thought that DC was their main base (which it kind of was, see Capitol). They were just stretched too thin, what with the mutants and the outcasts. Then the Enclave showed up out of nowhere so they needed someone capable to stop them - Lone Wanderer.
