The last part of the DLC where the courier has to escape the vault with his life illustrates this theme. You can escape with your life but if you're greedy you will literally be dragged down by your hundreds of pounds of gold. Unless you have a big ass dick and sneak out obviously ignoring the intended moral and game mechanic
Elijah wasn't motivated by greed though. Each of the characters were motivated by a different vice, greed wasn't Elijah's.
Letting go was a false flag moral; the real moral was that pussies have to settle and make sacrifices, while real manly men can tell the world to fuck off and keep their pile of literally useless amounts of wealth.

Theme of the DLC was letting go because Obsidian were bawling their eyes out over the fact that this was their last time with Fallout and the DLCs were its last legs.

The lore reason is Elijah wanted to harness the Cloud and kill everything in the west coast. He believed if he snuffed out all life the pre-war tech would be his for the taking and preserved for good in the cloud smog. He never gave a shit about the gold.

Well less genocide everyone everywhere, more than anything else he just wanted Helios. Killing everyone with the cloud was his way of getting them away from Helios so he could return and reclaim what he considered his.
To be fair he did hate the NCR and wouldn't mind genociding them, but that wasn't his goal.

With stable factions like the NCR, New Vegas, and the Legion, gold would still be valuable. Hell, gold is used by some of them, definitely the Legion.

That is true but he's not really wanting to keep it, so much as understand it all. The Brotherhood overall are obsessed with hoarding technology, but Elijah himself was regarded as an outlier because he wanted to study and learn from pre-war tech, and improve upon it. This was a huge No-No for the Brotherhood, and a large reason they wanted him killed after his failure at Helios.
Gold has value because there's a finite amount of it. I understand the idea that it has no value if the entire world is struggling to survive but the world of Fallout already has a functioning economy with bottle caps (finite amount, difficult to counterfeit) so there's no reason gold wouldn't be valuable
