No best, just personal preferences. They all do things in their own way, so you can't really compare them in an equal way. There are obvious ones that just aren't up to snuff though. For example, I and II are interesting to play, but they just don't offer much at the end of the day. As another example, even though every game can be said to have a flaw, XIII has too many flaws.
