But a proper jojo game would be based on tactics rather than reflexes. How often in the series do people fight in all out slugfests and how often do they fight with careful positioning, clever strategizing and novel uses of the environment?

Something like a real time w/ pause tactics game where you have full control over the psuedo-ragdoll body with limb/organ damage, detailed environments and stands would be able to replicate a typical jojo fight much better.

I mean, out of all genres fighting games is probably the next most viable genre, and I'm not sure there is any game similar to the type of system I'm thinking of, and usually licensed games aren't the ones to take big risks with the genre and mechanics so I suppose it makes sense

A hybrid VN/life sim/management game based on NGE.
You play as Misato. You must look after the children and yourself, managing relationships, chores and even household expenses.
As Gendo fades more into the background and focuses on instrumentality rather than fighting angels, you take on a more direct role at NERV, especially in emergencies. You do not directly control deployed Evas, but instead give orders to the pilots. Their success in carrying out various order depends on their skills, their mental state, and their relations with each other when ordered to cooperate. Their willingness to carry out orders may also vary...
Not only would the three originals be part of the roster, you could also recruit new pilots from the pool of potentials at the high school.
Angels and other events might be procedurally determined for a fresh experience (even if it's just shuffling the order of attacks around a little, to keep you on your toes). No psychic Misato who knows all.
That would be the meat of the gameplay, but the real thread to follow are the mental states and relationships of the children and Misato herself. Based on how you interact with characters (and other events), characters' traumas and mental issues start to unravel, and whether they end up stuck in their mire of despair or they begin to sort themselves out depends on your actions. This comes to a head if you make it to instrumentality, where you get a final chance to interact with everyone and help them untangle the mess in their heads. It'd be a bit Facade-like at that point, interrogating a small cast of characters (that also talk to you and each other) about their hidden problems. If characters have formed meaningful relationships and learned to accept themselves and others by the end of it, everyone gets ungooed and retires to adorable slice-of-life comfiness. Lesser Misatos may end up with the half-assed original resolution, or even permatang.
It's pretty out there, but this is a fantasy.

No, fuck off. JoJo shouldn't be a fighting game, just because Heritage for the Future was great doesn't mean every other game has to follow the same formula. It's especially impossible when you include the characters from part 4+ since Heritage for the Future more or less only worked because Part 3 characters were more combat focused as opposed to situational and requiring the users to constantly outsmart each other like the rest of the series

My dream animu game is a Samurai Flamenco game that changes genre and gameplay every time the show changes hero genre. Starts off as a simple point and click adventure where you try to return someone's umbrella to them, turns into a Kamen Rider-inspired side scrolling beat 'em up against the forces of King Torture, goes full musou for Flamengers, becomes character action Platinum style for Watchmen/Alien Flamenco arc and the final arc is a VN.

I've long viewed Misato as sort of the "real" main character of Evangelion. Sure, most of the focus is on Shinji, but she gets by far the most screen time out of any character but him. And Shinji doesn't really have much agency. He mostly just reacts to things that happen to him, at most choosing between options that others have laid out for him. Misato is proactive as hell and gets shit done. She's the one most responsible for the actual decision-making when fighting Angels, drafting the plans and calling the shots. She uncovers NERV's secrets on her own (with a little help from Kaji). She's the reason instrumentality went down as it did. She literally dragged Shinji's depressed ass all the way across HQ while fighting off blackops agents, her last breaths spent desperately trying to convince Shinji to GET IN THE FUCKING ROBOT any way she can, even falsely promising to sleep with him after it's all done.

It'll feel like you're fucking someone else but also being fucked at the same time.

Yeah, that's what I had in mind, except using a fair amount of canned animations so the main challenge is actual tactical thinking and not gaining control over your spastic-like movements. Like, if you wanted to just have your jojo run 20 meters it would be a challenge, and not in a good way, if you had to control each leg independently, so you just used the move command, and maybe you could like draw a path with the predicted footsteps beforehand, and if you wanted to you could slightly move them so to avoid stepping on some sort of stand trap or something. Going full ORAORAORA should not be hard either, you'd just queue up 20 punches with transparent 3d-models appearing in the air where you wanted to aim them. You could control your stand this way as well.

Also, environments filled with objects to manipulate or destroy, as well as line of sight based on your characters eyes (which could be destroyed).

it would be tricky to make but I think it could be cool
