He secretly wanted to avenge his friends and earn money and it didn't matter if illegal or not. The only opportunity for him at this point is to be a hitman and kill thousands upon thousands of people for the corrupt government, mafia and gangs. GTA IV isn't a good written game but the drama and the life of a criminal is greatly portrayed unlike V which may as well be a comedy with characters that possess no human characteristics
