WH40k descriptions of Lasguns vary infamously wildly from author to author (Abnett typically gives even laspistols equivalent punch to a .50 BMG round, whereas any space marine -centric story usually paints laser weapons as glorified flashlights).
Often Lasguns issued to soldiers conscripted from uplifted gunpowder-tech worlds are given artificial kicks to increase familiarity. Sometimes their shot is a beam, sometimes it's a blaster bolt whose trajectory can be followed.

Anyway the point is that laser weapons are more fun when fictionalised heavily, otherwise you'd have near-silent battles with invisible beams of death hosing every nook and cranny.

If a weapon in a game has no recoil, it feels weak. They have to give laser weapons some kind of recoil or they feel awful to use.
lasers as a concept is a proven concept, however the power draw from maintaining a laser that could kill much less do anything else deadly is very difficult. Blinding people is easy in this comparison. Lasers as it stands though is already used in different wavelengths for varying applications in technology. Becoming weapons is already explored, but there's better ways to do it, laser guns that could kill people may never be an actual thing unless we get over the power draw issue. Even then it's a retarded idea considering ballistics.
