Been asking myself that for a while. Several Wii U, PS4, 3DS, and Vita games don't come with anything (except the 3DS has those 3D warning inserts), but they all have the tabs to hold manuals.

you do understand nintendo are not a "plastics manufacturer"
they outsource to whoever for production. The mold for the plastics is obviously more convenient and cost effective to have tabs incase the game needs a manual, rather than stopping manufacturing, or manufacturing 2 types of mold, 1 with, 1 without tabs.
