pc part picker makes the hardest part about building a pc the actual building part. (which is really easy once you know how to do it)
The best way to save money is to buy the parts over time and wait for sales and deals on different sites. If you are patient enough you can turn a $1000 pc into a $600 pc.

Ryzen comes out in two weeks, and that'll be an excellent time to buy a CPU. $130 for an i5 equivalent. Note they don't have integrated graphics so if you get one you'll need a GPU to stick in.

The high end AMD cards aren't out so the high end Nvidia cards are overpriced, but the RX 470 is the best performance / price you can get currently. GPU prices will drop in about three months.
Keep track of release schedules in general. These things come in waves.
PSU and Motherboards are vitally important, if they go everything else usually straight up breaks. Best PSU manufacturers are Seasonic, Flextronics, and Delta. Super Flower is good as well. Most PSU companies just rebrand PSUs from other manufacturers (eg Corsair AXi series are made by Flextronics) so look up who actually makes them.
For motherboards typically Asus and Gigabyte have the best ones. MSI and EVGA can sometimes make good ones, Asrock and Biostar are shit tier. Again research as much as possible.
Also, you'll want an SSD, make sure to look up multiple benchmarks for the one you want. Small is alright, think OS and vital shit on the SSD, music and such on an HDD

i'd argue that a casual user shouldn't really get stumped by huge amounts of information, waiting for a new generation of CPUs, when all you'll be using it for is gonna be gaming and social media is not worth the effort or waiting time.
Nvidia and AMD are locked in a constant struggle of capitalism and dickery.
Nvidia currently has more efficient cards and has the best performance on the top end, but their low end is overpriced. Yeah the RX 480 uses 30 more watts than the GTX 1060 6gb, but it also has 8gb of memory and costs $40 less.
Driver wise AMD used to be pretty bad, but since 2014 they really stepped up while Nvidia has been doing shady shit like making you give them your email and crap just to get drivers.
Considering the wait is 9 days and the price is nearly 60% of the equivalent competitor, I think he should be interested hue.

Intel or AMD or whatever. It's a terrible idea to buy PC parts as soon as they released. I would rather suggest to buy a tested product.

That guy is a complete idiot and probably a sonygger. Buying a cheap computer just sets silly constraints for yourself. It is never a good investment to go cheap because there will always be plenty of games that are completely out of your rigs league. Invest some money into it and future proof your rig.

The first row in a tier is the "base" computer. The other row(s) in a tier is the optional exchange parts that cost more but may be better.
So if I buy each in each row I will have a fully functioning PC when put together?
That's basically it. You'll also have wasted a good amount of money on overpriced parts, for the performance you'll get, but that's a different issue.
