if you use 1060 for 4K then it will underperform only because of the graphic card. That's for Ultra and High settings. You should be OK on 1080p on Ultra or 1440 on high with.

CPU has almost nothing to do with the performance here

yeah should be. I'm still on a 3570k and using a 1070 gtx. Runs Killing Floor 2 settings on max besides shadow quality set to high in 4K at 60fps.

Windows 7 can totally work with Krabbylake and Goyzen just don't expect being able to stream 4K content locked with DRM. XFR which is the auto overclocking feature for AMD's new cpu at least does not require botnet 10.
