Basically, like watchdogs, but instead of normal hacking, it's MINDHACK.
You can randomly read people's minds for funny jokes and quips, or important info. There could be a karma system where you could either use your powers for good or use it to basically take over the world.
Actually maybe throw in a few RPG elements and other psychics with different powers, except everyone, only get's one power and you being the smart but cunning telepath have to try to use your power to beat these OP fire fling and telekinetics that can fling busses at you and shit.
Imagine camouflaging/disguising yourself, erasing people's memories to never leave a trace, and erasing people's minds, turning them into complete vegetables. There definitely needs to be a stealth element.

Going into peoples minds would have a little mini-game that you have to win at. Easy dumb enemies are simpler and bosses aka important or smart people makes it harder
When you enter someones mind you can only ask a few questions and you ask them via typing like old rpg games.

I would say no, it would be a lot more open, you can go through many years of someones life, trying to find their fears, and have many choices, like finding their mental fears, physical fears, or maybe influencing their mind from within, but with our technology I don't see it being possible.
It seems a lot of people ITT want a detective telepath game.

It's the "mind games" trope. Telepathy in more fantasy-themed or sci-fi ideas doesn't work as well, since the power is more impressive when it stands alone in the pool of "powers available">
Telepathy is the best and most dangerous superpower at it's best.
