Not really. There's nothing he does that other characters don't do better. A decent single hitter + status but he only gets 3 moves even at max level which is pretty shitty.

tales of symphonia does it the best.. there's a big story fight in the middle where you're meant to lose, but if you win you get some cool dialogue saying "wow, you're tough." then the final boss of the game is basically like "ok if you're tough then let's fight" and he fucking one shots everyone, it's great. then story progresses as normal.

How many party members constitutes a lot of party members? Should they all have combat applications or can some have purely out-of-combat functionality?

Most of the characters you get early are good throughout the game ( Viktor , Flik ) . The rest is up to you .
