This is really weird, both in terms of the game being pretty obscure and why I found it hot, but the first thing that came to mind
The 2005 game "The Movies" was basically The Sims except instead of running a home, you ran a movie studio and could roughly write your own scripts, choose costumes etc.
The costumes included cocktail dresses, swimwear, catsuits etc.
The scripted events included making out, kissing, snuggling, implied sex, as well as more violent scenes for 15-year-old me to discover BDSM.
