On NG+? I've gone in anywhere from bl43 to 98, but I'm a total spaz. I'd recommend 80+.
A good weapon is the whirligig saw, if you can find it. Really shreds Ludwig, and gives me 647 ATK at 30 strength.

I think I have the Whirlgag. I guess I'll use it. Upgrading it won't hurt, either. Really though, even those whip guys at the beginning of the DLC take around half my health with their attacks. I guess I'll just have to git gud.

Don't get greedy with your stamina consumption. Have enough to dodge those big swings and shotgun blasts because they're wide open afterward and you can get a few hits in. React to them, don't go in swinging wild.
With an upgraded weapon and some mensis gems you'll be totally fine.
