No dumbass, this is caused by ingame lag or your settings being fucked up. Turn down your render distance, switch VBOs on/off, then restart the game and make a new world.

Minecraft basically runs its singleplayer off of a client-side server.
It's a garbage way to do things, and is basically a lazy way for the developers to optimize multiplayer performance.
